PROJECT DEVELOPMENT AND SERVICES 7.7 Program & Management (continued) Key Risks & Opportunities We have reviewed and carefully considered the documentation provided within the RFP and drawing on our recent experience delivering similar projects to identify a number of key project risks and opportunities which, if managed effectively, will contribute to the successful delivery of the project for MEAG. 1. Authority Approvals – DA & CDC Strategic Application Pathways A detailed within section 7.6 we believe the Authority Approvals as the greatest risk to the project. Having sort independent Town Planning advice on the approval pathways for this project we understand that the works cannot be procured via CDC and must be done under DA’s. We would assume that this would add 5 months to the program but have noted that this is a positive as it would allow for further investigation and design works to occur thus further reducing the unknowns and enabling the documentation to more thoroughly resolved. The benefit to MEAG is that the prices that would then be received from the market would include less risk and be more competitive in both cost and program. 2. Design Coordination– Services / Acoustic Procurement of suitable Consultants for MEAG vision Adequate and properly designed and coordinated services are a further area of risk that needs to be managed. Ensuring that the base building Services are up to task will be the responsibility of the suitably qualified Services Engineering Team, as not only are the NABERS ratings at risk, but also the overall success of the project for MEAG. Other critical elements that the engineers will have to review include penetrations and loading by the Structural engineer, thermal comfort by the Mechanical engineers and suitable lighting levels and power supply by the Electrical engineer. The scope calls for a full glass panel façade replacement with the aim that it achieves greater thermal efficiencies, however with the scope undefined and until further investigations can be undertaken into alternative panels and the associated savings, their method of extraction and replacement, procurement methodology and estimated replacement value, it would be too early to engage this consultant. One of the unsung hero consultants is the Acoustic consultant, as it is their ability to manage and mix various sources of ambient noise that can be critical to the project. < CONTENTS > 55
