2.4 ภาษีสัี ุรา จัดเก็บรายได้ภาษ่จําานวน 59,602.79 ล้านบาท ติําากว่าปีก่อน (61,820.45 ล้านบาท) จําานวน 2,217.66 ลา้ นบาท ลดลงรอ้ ยละ 3.59 และติําากวา่ ประมาณ์ การติามเอกสารงบประมาณ์ (63,000 ล้านบาท) จําานวน 3,397.21 ล้านบาท ลดลงร้อยละ 5.39
- เน้องจากสถานการณ์์การแพร่ระบาดของ โรคติิดเชื้้อไวรัสโคโรนา 2019 (Covid-19) ระลอกใหมท่ ่ยัง ไม่คล่คลายและติ่อเน้องถึงปัจจุบัน ทําาให้ม่ผู้ติิดเชื้้อเพิมขึน เป็นจําานวนมากอย่างติ่อเน้อง และเพอ้ เป็นการควบคุมการ แพร่ระบาดของโรคติิดเชื้้อไวรัสโคโรนา 2019 (Covid-19) รัฐบาลจึงออกพระราชื้กําาหนดการบริหารราชื้การ ในสถานการณ์ฉ์ กุ เฉนิ เพอ้ ควบคมุ การแพรร่ ะบาดอยา่ งเขม้ งวด โดยการออกมาติรการห้ามการจัดกิจกรรมรวมกลุ่ม ของบุคคลจําานวนมาก สังปิดสถานบริการ สถานบันเทิง ผับ บาร์ คาราโอเกะ ทําาให้ชื้่องทางการจําาหน่ายเคร้องด้ม แอลกอฮอลล์ ดลง ซีงึ พฤติกิ รรมของประชื้าชื้นในการบรโิ ภค สุราส่วนใหญ่จะบริโภคในร้านอาหาร สถานบันเทิง ผับ บาร์
คาราโอเกะ ดังนัน ผู้ประกอบอุติสาหกรรมจึงลดกําาลังการ ผลิติเพ้อบริหารสินค้าคงคลัง ให้สอดคล้องกับปริมาณ์การ บริโภคและสถานการณ์์ปัจจุบัน ส่งผลให้การชื้ําาระภาษ่ ลดลงด้วย

- เน้องจากผู้ประกอบอุติสาหกรรมในประเทศ เร่งการชื้ําาระภาษ่เพ้อเพิมกําาลังการผลิติและนําาสินค้าออกสู่ ติลาดภายในเด้อนกันยายน 2564 เพอ้ รองรับการประกาศ ใชื้้โครงสร้างภาษ่ยาสูบใหม่ท่จะม่ผลบังคับใชื้้ติังแติ่วันท่ 1 ติุลาคม 2564 เป็นติ้นไป อย่างไรกติ็ าม แม้ว่าผู้ประกอบ อติุ สาหกรรมจะมก่ ารเรง่ ชื้ําาระภาษเ่ พอ้ รองรบั การปรบั โครง สรา้ งภาษฯ่ ดงั กลา่ ว แติก่ ย็ งั ติําากวา่ ประมาณ์การติามเอกสาร งบประมาณ์ท่คาดการณ์์ไว้ (66,500 ล้านบาท) จําานวน 2,300.34 ล้านบาท ลดลงร้อยละ 9.08

2.5 TobaccoTax: the amount of excise revenue is Baht 64,199.66 million, higher than the previous year (Baht 62,904.57 million) Baht 1,295.09 million, or 2.06%.
- Duetodomesticmanufacturersurgeto pay taxes to prepare for new structures of tobacco tax declaration that will be effective since October 1,2021 by increasing their capacities, and launching products within September 2021, But such tax payment urging still be lower than the amount determined in the estimate documentation (Baht 66,500 million) Baht 2,300.34 million,or 9.08%
