2.1 ภาษีีนําํ มันํแล้ะผู้ล้่ตภัณฑ์์นําํ มันํ จัดเก็บรายได้ ภาษ่จําานวน 203,783.99 ล้านบาท ติําากว่าปีก่อน (224,502.72 ล้านบาท) จําานวน 20,718.73 ล้านบาท ลดลงร้อยละ 9.23 และติําากว่าประมาณ์การติามเอกสาร งบประมาณ์ (254,000.00 ล้านบาท) จําานวน 50,216.01 ล้านบาท ลดลงร้อยละ 19.77
- เน้องจากสถานการณ์์การแพร่ระบาดของ โรคติิดเชื้้อไวรัสโคโรนา 2019 (Covid-19) ระลอกใหมท่ ่ยัง ไม่คล่คลาย ซีึงยังคงติ่อเน้องถึงปัจจุบัน ทําาให้ม่ผู้ติิดเชื้้อ เพิมขึนเป็นจําานวนมาก และเพ้อเป็นการควบคุมการแพร่ ระบาดของโรคติิดเชื้้อไวรัสโคโรนา 2019 (Covid-19) รัฐบาลจึงออกพระราชื้กําาหนดการบริหารราชื้การ ในสถานการณ์ฉ์กุเฉนิเพอ้ควบคมุการแพรร่ะบาดอยา่งเขม้งวด โดยการลดและจําากัดการเคล้อนย้ายการเดินทาง ของประชื้าชื้น ปิดสถานศึกษา หน่วยงานราชื้การ และ เอกชื้น ปรบั รปู แบบการทําางานทบ่ า้ น (Work From Home) 100% การห้ามการออกนอกเคหะสถานในชื้่วงระหว่าง เวลา 21.00 น. ถงึ 04.00 น. ประกอบกบั การขนสง่ สาธารณ์ะ ทล่ ดจําานวนเทย่ ววงิ ลง สง่ ผลทําาใหป้ รมิ าณ์การบรโิ ภคนําามนั ลดลงอย่างติ่อเน้อง
2.2 ภาษีีรถยนํต์ จัดเก็บรายได้ภาษ่จําานวน 90,549.94ลา้นบาทสงูกวา่ปกีอ่น(85,420.12ลา้นบาท) จําานวน 5,129.82 ล้านบาท เพมิ ขึนร้อยละ 6.01
- สาเหติุท่จัดเก็บรายได้ภาษ่รถยนติ์สูงกว่า ปีก่อน เป็นผลมาจากในชื้่วง 7 เดอ้ นแรกของปีงบประมาณ์ พ.ศ. 2564 (ติุลาคม 2563-เมษายน 2564) ผู้ประกอบการ อุติสาหกรรมรถยนติ์รายใหญ่ทังในประเทศและในพ้นท่เขติ ปลอดอากร (Free Zone) ม่การชื้ําาระภาษ่ไว้ค่อนข้างสูง เนอ้ งจากไดร้ บั ปจั จยั สนบั สนนุ จากการผอ่ นคลายลอ็ กดาวน์ การออกมาติรการกระตินุ้ การใชื้จ้ า่ ยของภาคประชื้าชื้นเพอ้ สร้างความเชื้้อมันให้กับประชื้าชื้นในชื้่วงไติรมาสท่ 1 ของ ปีงบประมาณ์ พ.ศ.2564 ประกอบกับบรรดาบรษิ ัทรถยนติ์ ติ่าง ๆ ม่การเปิดติัวรถใหม่หลายรุ่น พร้อมโปรโมชื้ันพิเศษ ในงานมหกรรมยานยนติ์ ครงั ท่ 37 (Motor Expo 2020) เพอ้ สรา้ งแรงจงู ใจใหผ้ บู้ รโิ ภคติดั สนิ ใจซีอ้ ไดง้ า่ ยขนึ สง่ ผลให้ ติลาดรถยนติ์ม่ทิศทางท่ด่ขึน อ่กทังในชื้่วงไติรมาสท่ 2 ของปีงบประมาณ์พ.ศ. 2564 ม่การจัดงาน Bangkok International Motor Show 2021 ครังท่ 42 ทําาให้ บริษัทรถยนติ์ม่การเร่งชื้ําาระภาษ่ทังในประเทศ เขติพ้นท่
2.1 Oil and Oil Products Tax: the amount of excise revenue is Baht 203,783.99 million, lower than the previous year (Baht 224,504.72 million) Baht 20,718.73, or 9.23%, and lower than estimate documentation Baht 254,000.00 million) Baht 50,216.01 million, or 19.77%.
- Due to new wave of Covid-19 pandemic situation still not get better, and continuosly until nowadays, and increases lots of new active patient, thus, the Prime Minster of Thailand enacted the Emergency Decree on GovernmentAdministrationinStatesofEmergencies (theEmergencyDecree),tostrictlycontrolthe pandemic as follows; ‘decreasing and limiting’ traveling and migration, closing schools, colleges, universities, government agencies & state enterprises, private organizations, and re-working model as 100% Work From Home, declaring cur- few measures during 21.00 PM.-04.00 AM. Besides, public logistics also decrease their rounds, that causes oil consumption continuosly decreased as well.
2.2 AutomobileTax:theamountofexcise revenue is Baht 90,549.94 million, higher than the previous year (Baht 85,420.12 million) Baht 5,129.82 million, or 6.01%.
- Automobile tax collection is higher than previous year, because during first 7 months of the fical year 2021, (October 2020-April 2021), big automobile corporates both domestic and free zone area already pay tax quite high amount, due to positive factors as follows; (1) lockdown lifting measures, (2) stimulated spending measures to build people’s confidence in first quarter of fiscal year 2021, (3) new automobile models launching with special promotions in automobile trade shows : Motor Expo 2020 in first quarter of fiscal year 2021 and Bangkok International Motor Show 2021 in second quater of fiscal year 2021.These factors
