2014 DOVER MASTER PLAN
In 2013, a “central Dover neighborhood planning” collaborative
was convened with the mission to restore central Dover. Through this
redevelopment the collaborative hoped to address issue around topics
such as the needs of low-income residents, safety, desirability, economic
growth, and essential service accessibility. After meeting with community
member, stake holders, elected officials, and service providers an action
plan was formed based around 3 goals. These goals included…
1. A strong community
2. Positive development
3. An integrated public realm and
infrastructure
Starting with the goal of “a strong community”, the collaborative
found ideas such as building community capital, increasing public safety,
engaging the youth, and expanding adult services would help cultivate
neighborhood groups as well as allow the community to flourish after
development. When setting out to create “positive development”,
the collaborative saw strengthening existing housing, reinvesting in
commercial corridors, ensuring equitable economic development, and
support of developmental growth as the best course of action. Lastly, to
help establish an “integrates public realm and infrastructure ideas such
as improved transportation, enhanced open spaces, and expanded green
spaces were incorporated into the plan. All of these goals and ideas
