Approach

               10.     A  Calendar  of  courses/events  to  be  published  in  November  of  each  year  indicating  training
               programmes and events that will be offered by the CXC Learning Institute in the upcoming calendar year.
               Publishing the list of courses in November of the previous year will provide an opportunity for regional
               stakeholders to include in their budget for subsequent year training programmes for teachers, administrators
               and ministry technocrats on offer through the CXC Learning Institute.

               Marketing

               11.     For  the  CXC  Learning  Institute  to  be  successful,  an  aggressive  marketing  plan  needs  to  be
               developed to identify:

                  I.   Potential markets and specific areas of needs for that market; and,

                 II.   Wide scale information sharing to ensure stakeholders are aware of programmes being offered by
                       the CXC Learning Institute

               12.     The CXC Learning Institute will leverage the in-house expertise of its team to offer programmes
               in areas for which the Council is known.

                     Programme Design and Evaluation
                     Development of syllabuses for academic and technical courses
                     Development of skill-based programmes
                     Training in syllabus and curriculum development procedures
                     Development of learning support resource materials for teachers and students
                     Design of a variety of assessment instruments
                     Developing tests for various specifications
                     Construction of rubrics
                     Development of item bank
                     Evaluation of students at different levels
                     Reporting candidate achievement
                     Training of persons in measurement and evaluation procedures


               Delivery Modality

               13.     The  proposed  model  for  programme  delivery  will  include  a  blend  of  face-to-face  and  online
               modalities. A specialised Learning Management System (LMS) will be set up to deliver courses offered
               online in the CXC Learning Institute.


               Staffing

               14.     In the short term, the CXC Learning Institute will be managed by officers in CXC WZO. However,
               in the long term, to maximise the revenue potential of the CXC Learning Institute, a dedicated set of staff,
               led by an Instructional Designer, may be required to design the courses as well as manage the overall
               undertaking of the CXC Learning Institute. The expertise of CXC staff will be drawn on from time to time
               to participate on training programmes and events. However, there will be dedicated staff to manage the
