issue of licences to aircraft and pilots; 11. Education; 12. Public health
and medical services; 13. Currency board and coinage; 14. Measures,

Union purposes; 19. Union Information." (Article 120).
129 The Union has exclusive legislative authority in the following matters:
"Labour relations and social security; real estate and expropriation in
the public interest; extradition of criminals; banks; insurance of all
kinds; protection of agricultural and animal wealth; major legislation
relating to penal law, civil and commercial transactions and company
law, procedures before the civil and criminal courts; protection of
cultural, technical and industrial property and copyright; printing and
publishing; import of arms and ammunitions except for use by the
armed forces or the security forces belonging to any emirate; other
aviation affairs which are not within the executive jurisdiction of the
Union; delimitation of territorial waters and regulation of navigation on
                     the high seas." (Article 121).
130 It is, however, not made entirely clear in the text of Article 47, paragraph
2, whether this means that absolutely all Union laws are subject to this
procedure; the text in English is vague; "Sanction of various Union laws
before their promulgation.” In other parts of the constitution provision
is made for retroactive approval of already promulgated laws if the
Supreme Council cannot be summoned in time (Article 113).
131 The President of the Union calls the Council into session "according to
the rules of procedure upon which the Council shall decide in its bye
laws. It is obligatory for him to convene the Council for session
whenever one of its members so requests" (Article 54, paragraph 2).
                 132 See Articles 107, 108 and Article 54, paragraph 10.
                 133 Article 110, paragraph 3 part a, and paragraph 4.
134 The first published translation of the Provisional Constitution uses the
term Union National Assembly for al majlis al walani al ittihadi but
later the parliament became known in English as the Federal National
                    Council (FNC). f

al Khaimah, and four each from 'Ajman, Umm al Qaiwain and Fujairah.

Assembly that such discussion is contrary to the highest interest of the
                    Union.” (Article 92).
                137 See Articles 95 to 101.
