Tho Committee of National Unity have the pleasure to
aubralt this Note to Your Highness, after they have b°°n
officially rooognlaod by Your Highness1 Oovernmont. Thoy
have a great hopo that the authorities will cooperate with
thorn to procood ahead towards the reform of the situation

h . In the light of what wo have understood from Your , •i'V^
Highness and depending on your esteemed word which you
directed to this Committee's representatives whon they
met with you, and the willingness shown by Your Highness
to carry out the general reforms for whose execution the
people are waiting, we, therefore, apply to Your Highness
requesting tho discussion of tho following points and
their amendments so as*to match with the desires and hopes
of Your Heoploi-
The Administration Council.
1, We oxpeoted this Counoll to be formed in
accordance with the principle which it has been decided V
to adopt in forming other Councils such as the Counqil*
for Education and Healthj the principle of representing
the people, but its formation came different than what
we had expected. • In view of the many previous experiences
of the Government in trying to form Committees without
observing this rule and the failures they had in carrying /
out their responsibilities, as a result of the people not
cooperating with them, we would suggest to Your Highness
to review the formation of this Council so as to achieve
the purposes for which it is formed.
2. Out of the observations we have on this Counoll,
is that it Includes cortain members who ere heads of depart
ments whereas the Charter of its Powers states that the
Council shall have the right to call any official, whatever
may be his position, to discuss with him any matter relating
to his department. Who is going to make the discussion
with the heads of departments who are lnoluded in this Council?
Moreover, how would it be possible for a head of department
to interrogate another head of department, also how could
it bo possible for a head of department to Iftok into a
complaint which may be submitted against him by his sub
ordinates ?

3. The Government has not limited the period of
membership in this Council whereas the system followed when it*
•forming a Council is to limit the period of membership therein*
4. How could it be permissible for this ^ounoil:
to call eny official from tho departments of Education end
Health at a timo when each of the two departments itj und^r
the supervision of a fully indpendent Council, both finanoipHJ
and administratively ? : v
