Political Resident in the Persian Gulf,
                       To
                             The Political Agent, Bahrain.
                       Sir,
I have the honour to acknowledge the receipt of your
confidential letter 1*0.122-0 dated 20th September on the
subject of the attack on Bahrain Shiahs, in this connection
I would first of all ask that a report may be submitted to
me showing how far it has been found possible to fall in
with the suggestions set forth in my confidential letter No.
462-S of 1923 dated 25th August 1923. That letter deal with
an unusual and exceptional crime, wheroas the crimes
reported in your letter under reply are rather more ordinary,
arid to them, however regrettable the fact may be, Bahrain is
bettor accustomed. With regard to the second ca6e to which
you refer it seems that on the wholejit Is being dealt with
on satisfactory lines. I allude to the one in which the son
of Shaikh Abdulla is concerned. As for the case of the
Nakhuda ond Persian diver, such cases rnuBt be expected and
only steady pressure can slowly brirg about an improvement
                        in the state of affairs.
I now return to the main question raised in your
letter. I incline to the opinion that, if this is dealt
with on the lines of the Dowasir affair, it is all that we
can expect of Shaikh Hamad for the time being in recard
the actual crime. Any more drastic action will merely
exacerbate the situation between the two rival sects and
villagers und landlords. I therefore rely on your efforts
to keep Shaikh Hamad up to the murk and do not feel called
upon to exert my Influence in the pxx particular case.
But this case raises the question df a particular
nuisance for tho abatement of v/hich I consider that my
                                                                 influence * -T
