              Sir,
                       I have the honour to inform you that before
              leaving England Shaikh Hamad bin Esu, the Shaikh-Regent of
              Bahrain, requested Major C.K.Daly, the Political Agent, to

              seek for a Brit lull officer who would come to Bahrain ao
              Financial Adviser or "Vazir", i.c. in a capacity somewhat
              similar to that of Mr. Bertram Thomas, O.B.E., who was
              engaged for Muscat last April.
                  2.   An officer has been found who seems in every way
              suitable.     He is Mr. Charles Dalrymplc Belgrave,
              Administrative Officer (cadet) oji leave from Tanganyika
              Territory, East Africa.     He hao informed the Colonial
              0ffice;3f that he does not wish to return to Tanganyika. .
                   I:
              I understand that the Colonial Office are not likely to
              place any difficulty in the way of Mr. Belgrave resigning
              Government Service.
                  3.    I have interviewed Mr. Belgrave.   He is aged
              31.   He can speak Arhbic Swahili and French.     During ,

              the War he served in Egypt in both Military and Civil-..;:- •.*. -

              capacities.    He is the author of "Siwa, the OasiB of   ; -i
              Jupiter Ammon", published by Jolin Lane.
                       Ho.has passed examinations in Indian Penal Code,
              Indian Evidences Act, Criminal Procedure Code and local
              laws and ordinances.
                   4.   As it is desirod that he should start on his .
              duties in Bahrain in Bovembor next, I request that you
              will kindly obtain the Hanotion of the Government of India
              to the arrangement by. cable.  Mr. Belgrave will pay the
