doubtful if they were actually sold in the Post Office, even though they
arc known used on ordinary and registered covers. Some of these covers
appear to be commercial - one carries a block of six tea. with inverted
overprint postmarked 12.5.26 - but most arc of philatelic origin,
addressed in 1926 to the International Stamp and Commercial Agency,
65 Esplanade Road, Bombay.

There must have been some doubt in the mind of the Postmaster,
for many of these covers were marked with the Kuwait Postage Due
cachet (subsequently cancelled); and there is, perhaps, a clue to the back
1 ground of these inverted overprints in a letter No. 2067A sent on
November l lth, 1927 to the Director-General of the Posts and Telegraphs
Dept, in Iraq by the International Stamp and Commercial Agency -
