She joined Koff & Associates in April of 2018. We’re thrilled to have someone with her background on our
senior team. A few of the varied projects Fran has worked on since joining K&A include:
• Recruitment: Administrative Services Manager recruitment for Mt. View Sanitation
District; CFO recruitment for the Housing Authority of the City of San Buenaventura.
• Cities/Towns: Atherton, Colfax, Discovery Bay, Los Altos, Marysville, Redlands (Water
and Wastewater Department), Vallejo.
• Special Districts (providing On-Call H.R. Services): Alameda County Transportation
Commission (“ACTC”), Buena Park Library District, Metropolitan Water District, Truckee
Sanitation District.
• Conference Speaker: Designed and delivered workshop on leadership competency
expectations for CalGov HR Emerging Leaders 2018 conference.
• Classification and Compensation Studies: ACTC, Albany (Police Department non-sworn
staff), East Contra Costa Fire District, East Palo Alto Sanitary District, Housing Authority of
the County of San Bernardino, Solano County Detention Services Sworn Officers.
Fran received her university education in Canada and passed her American HR certifications at the senior
level (SPHR & SHRM-SCP), to provide high quality HR expertise when she moved to the U.S.
Together with the rest of the K&A Recruiting Team, Fran will play a key role in the recruitment effort for
the County and the Director of Public Works position.
Cindy Harary, B.A.
Recruitment Associate
Cindy’s professional qualifications include over 27 years of experience in the Human Resources field,
primarily in staff and executive recruitments, classification and/or compensation studies. She spent 11
years in the public sector working for the City of Whittier, California, where she started out in their Public
Works Department before being promoted to the Human Resources Department. She gained experience
in recruitment and selection, employee training and development, labor relations, classification and
compensation, and general human resources administration. She also spent 16 years working at a private
HR firm where she worked in class, comp, etc.
While at the City of Whittier, Cindy performed all phases of recruiting for a variety of local government
positions screening applicants; coordinating and conducting oral interviews; developing interview
questions and guidelines; developing and administering written examinations and supplemental
questionnaires; conducting skills testing; etc.
Further, she streamlined and automated the City’s recruitment processes, which consisted of tracking
pertinent data on job applicants, recruitments conducted, and employees selected. Some of the positions
