Executive Recruitment Proposal
City of Sacramento
WORK PLAN, TECHNICAL APPROACH, and DELIVERABLES
Following are our detailed work plan, technical approach, and deliverables to be completed for this
executive-level recruitment for the City of Sacramento (“City”):
Phase 1: Kick-off, Brochure Design, and Advertising
Deliverable 1. Ideal Candidate Profile Developed by Meeting with Key Decision Makers
The identification of the desired profile of the ideal job candidate for an executive level position is crucial for
a successful search process. We will meet with the City Manager, the Human Resources Director, and other
representatives to discuss and refine the City’s needs and resulting position requirements for the Director
of Public Works position. We recommend also partnering with other leaders associated with the Public
Works department and the City, to gain an understanding of what they are looking for in the position, and
to develop an ideal candidate profile.
The goal of this phase of the recruitment is to identify and/or develop:
The various organizational needs, priorities, vision, mission, goals, strengths, challenges,
opportunities, dynamics, culture, and staff of the City;
Position competency requirements, i.e., knowledge, skills, and abilities;
Ideal candidate’s skills, experiences, and characteristic profile;
Personal and professional attributes required of and priorities for the new Director of
Public Works;
Conditions and challenges in achieving the priorities identified above;
Scope of community input and participation in the process;
Type of working relationship City leadership desires with the new incumbent;
Concerns and issues regarding the recruitment and the Director of Public Works
position;
Advertising strategies in conjunction with a national outreach;
Geographic strategies;
Compensation levels; and
Completion timetable.
Working closely with key stakeholders, K&A assists in identifying the specific needs of the City and the key
competencies and characteristics of the “ideal candidate.” We will obtain an understanding of the City’s
and its constituents’ goals and priorities.
Deliverable 2. Brochure Design
In collaboration with the City and working closely with our professional design team, a visually appealing
and mobile friendly recruitment brochure will be designed. The brochure will create excitement around
the Director of Public Works opportunity by highlighting strengths and challenges, upcoming projects,
goals, culture, extracurricular activities associated with the region, and additional pertinent factors.
