           I was responsible for the entire proposal process including material, production and engineering cost estimates,
        performance and reporting requirements and delivery schedules that would ensure compliance with the request for
        proposal/quote or provide exceptions to the requestor’s requirements, because it was my job to verify the requirements
        and verify that we could comply with them or provide acceptable alternatives that the internal team agreed upon.
        Additionally, I was responsible for the negotiation, administration, and management of service, product, and lease
        contracts, both domestic and international.    Acting as the primary contact point between both internal departments and
        external customers I verified that the performance requirements of each contract were adhered to and that this same
        information was transmitted to outside subcontractors for compliance.    I ensured compliance with federal and/or state
        laws, regulations and/or Agency rules, standards, and guidelines, including FAR, DFARS, UCC and ITAR.    I have
        administered CPFF, FFP, T&M, and ID/IQ contracts at Aero Union and previously at OEA Aerospace, Northrop
        Grumman, and Rockwell.    I negotiated contract extensions while mitigating penalties due to unforeseen program delays.



           I managed the day-to-day purchasing department functions. I established favorable credit terms with suppliers who
        had previously performed only on a C.O.D. or pre-pay basis.    Additionally, I established blanket purchase orders for
        continuing services thereby assuring uninterrupted performance and reducing in-house costs related to multiple purchase
        orders for the same services. I also assisted buyers in finding sources to fulfill new or continuing requirements that were
        not being supported by the current supplier base.    I managed a staff of three buyers.

           I was responsible for the negotiation, administration, and management of major contracts between OEA and various
        customers such as Boeing, Rockwell, and Northrop Grumman.    Some of the programs that we supported included the
        V-22 Osprey, Atlas launch booster, Titan missile, the F-16, F-18, and the F-15.    The product we supplied to these
        programs was ordinance for separation of stages or for emergency egress from a platform.    It was my responsibility to
        verify compliance with contract requirements from the FAR and DFARS.    I administered FFP, CPFF and T&M contracts.

           I was responsible for the negotiation, administration, and management of major subcontracts for a top secret program.
        It was my responsibility to make sure that my subcontracts were in compliance with the FAR and DFARS clauses from the
        prime contract.    Around 80% of my subcontracts were CPFF with the balance being FFP.


           I was the only non-engineer program manager of a major subsystem with engineering, quality assurance, purchasing,
        document control, and production reporting to me.    Prior to my tenure as program manager this subsystem failed during
        system testing resulting in a catastrophic failure.    I was assigned as program manager and our team was given 12
        months to correct the problems, establish a new source, qualify the subsystem, and get back into system level testing.
        We were able to perform this in 10 months and get the program back on schedule.

           My job was to negotiate, administer, and manage major subcontracts for secret programs under contract to the NSA,
        primarily regarding electronic components, subsystems and systems.    Since this was early in the development of
        electronics, and in order to perform this important position, I learned how to read both electrical schematics and
        blueprints.    I also had to verify that my suppliers were performing in accordance with applicable FAR and DRAFS clauses
        from the various prime contracts.
