Dear Mr. O’Donnell:
Please consider this letter, along with enclosures, as my application for the position of General
Manager of the Coastside County Water District. I have a broad range of experience in the water
resources field as a civil engineer, a manager, and as a leader that I believe will make me an excellent
fit for this position.
In my role as the Assistant General Manager of the South Tahoe Public Utility District, I oversee 84
staff operating a 251-mile water distribution system with 13 active wells, a fresh water reservoir, a
recycled water reservoir, a 26-mile recycled water system, a 2,600-acre farm, a 7.7 MGD wastewater
treatment plant, and a 330-mile collection sewer system with 42 pump stations. I currently administer
a $10 million operations budget, a $18 million annual capital program, and $10 million in salaries and
benefits. During my career I have gained an extensive knowledge of the technical aspects of water
treatment and water distribution systems. I have designed, constructed, and managed water
distribution systems, pump stations, reservoirs, and water treatment plant upgrades.
As a Board member of the Association of California Water Agencies (ACWA), I have been actively
engaged in California water issues, and have advocated at the state and federal levels on behalf of my
agency.
I have worked extensively with elected and appointed boards. In my current role, I work closely with
the elected Board of Directors and have built relationships with them based on trust and respect. I
represent the Board with the public, and with local, state, and federal agencies. I am able to
communicate complex issues to non-water resources professionals clearly and concisely while
conveying the necessary information for them to make informed decisions.
Since my service in the military, I have been interested in organizational leadership. In addition to
formal coursework in civil engineering, I have taken classes in leadership and completed a two-year
executive leadership program. I have spent considerable time in self-study on leadership and
management topics. I have put my knowledge and skills into practice as I went from being a working
supervisor to leading departments of 150 professional and technical staff in delivering a $50 million
annual capital program. I have successfully improved organizational cultures and developed high
performing departments.
With my experience in water resources along with my abilities as a leader and manger, I believe that I
