                 Joe is one of those people who has seen it all.  His experience is vast and after establishing
         Overall: himself as an effective GM at various agencies, his last few years have been spent as being

                 a "fixer".  Agencies bring him in to steady the ship when they are going through turmoil or
                 having difficulty finding the right executive.  Although Joe has served as an interim GM
                 recently, he is intrigued in the permanance offered at CCWD due to the fact that it offers a
                 stable environment where Joe won't be asked to get the district out of peril.  He is looking for
                 a role that he can serve for at least the next 10 years.  I recommend Joe moving forward to
                 the panel interview.
