• Establish and execute strategic plans, long-terms goals and objectives for water utility responsible for
potable and recycled water supply
o Created a strategic plan framework that reinforces accountability and progress

o Prioritized and balanced competing capital improvement program needs with maintenance
activities and stressed cash reserves during the drought period
• Drive collaborative efforts among regional water utilities and public agencies

of the single Groundwater Sustainability Agency for the whole basin and managing the
activities of the Santa Margarita Groundwater Agency to ensure compliance with the
Sustainable Groundwater Management Act
