Re: Application for Director of Community Development

With great enthusiasm, I submit my application for the Director of Community Development. I have over
30 years of government experience, including (two tours) of military service. The Marines provided me
with a solid foundation, instilling discipline, confidence, a strong work ethic, and leadership skills.

Later in life, I became a Police Officer, Paralegal, and City Attorney Investigator with the City of San Jose.
Each role resulted in significant professional growth. I have worked for four Community Development
Departments with three major municipalities. While my title has changed over the years, what I do is
more akin to; student, servant, listener, problem solver, mediator, negotiator, educator, innovator,
coach, leader, mentor, quality of life promoter, facilitator and collaborator.
Throughout my career, I have helped create public policy, directed operations, leveraged resources, and
cultivated strong relationships, and built consensus, often with diverse groups. I practice the servant
leader approach and believe human capital is the most important asset an organization has.

Respectively, I led teams, developed and implemented programs to address changing environments and
needs. For example, in the City of Sacramento I initiated the Neighborhood Clean-up, Knock Talk and
Walk outreach, Vacant Lot Registration and most recently assisted with the development of the
Cannabis Regulation Program. I served as Chair of a Nuisance Response Team designed to resolve
               nuisances within Sacramento County communities.

Prior to joining the City of Dallas, I served as the Code and Housing Enforcement Chief with Sacramento
Community Development. While my title sounds limited to Code and Housing, the reality is I was
involved in leadership development for the entire department. I also led initiatives promoting
innovation and better customer service. The Code Liaison Program is an example of my efforts to make
the division more efficient while enlisting community members as partners with the city to resolve blight
and other concerns. This program is still in existence and continues to provide a valuable service. I
encourage the reader of this letter to view the attached documented news reports on programs I
influenced in the County and City of Sacramento.
I've dedicated my life to public service and feel fortunate to have acquired the knowledge and
experience I have today. My interpersonal skills would provide a positive environment for continued
growth in the community. It would be an honor to join the return to the City of Sacramento executive
team, leading current efforts and improving the lives of residents.
               Sincerely,

               Carl Simpson
