vision. Based on that, I learned a lot. I managed a wastewater group when I was at AECom. Now having to manage the
whole Southern California team that's how I have learned how to work with a staff and get things done. I work in a col-
laborative way depending on the level of their career. Understanding goals and how I can add value. Understanding what
their goals are and aligning them with the company's goals. I have been very successful in that manager
6. Please describe your experience in coordinating, tracking and reporting out on the implementation of organizational
goals, objectives, policies and/or procedures.
In the organization that I worked, we would develop a business plan or an operations plan. We will go through various
subsections in a sense. What is our financial goal, we are going to develop a plan. How are we going to make a delta.
Where is the market going. Then how much we can capture and what are the tools we need in order to capture. The
second one is, employee engagement - how are we going to engage employees - are we providing enough training and
tools. And then also help meeting our financial goals. Without proper staff we cannot deliver. From the project manager
point of view, what type of tools do we have, are they sufficient. We develop a delivery plan in a sense. What else can we
help. Are we meeting these goals, do we have enough resources. Are we providing all levels of staff to meet the client's
goals. That is the business plan that I develop every goal. We also backcheck every quarter - do we need to tweak any-
thing. Are there any tools needed to meet our year-end goals?
7. The Executive Director will work closely with other state and regional organizations, with the legislature and regulatory
agencies. Please describe a time that you have been instrumental to change and had to work with external stakeholders
in accomplishing this change.
Most of the projects we work on we work with a lot of stakeholders. One project that I can talk about is one of the pump
stations for the City of LA - it was built right next to the Venice area. It triggered a lot of engagement including the US
Army Corp, Coast and Game, the City of LA Planning Department, the Watershed Production Division. Having to work
with them and meeting deadlines was important. We brought them to the table to determine what were the require-
ments. I think having a stakeholder plan and the engineering staff to see how they want to deliver this project really
helped us. They were able to communicate the approach to their stakeholders. We held workshops to tell them what it
is. Because we were working right next to the canal and then also since we are taking a road that is going to be closing
traffic to have additional parking places - they also wanted us to develop a small park to benefit the community. It went
really well. That's the kind of experience that I have understanding what each stakeholder wants. I engage with stormwa-
ter projects. We have several NGOs that have their own ambitions and goals so it always helps to engage them.
8. Describe your experience with membership-based organizations and your approach to working with them. How do
you evaluate whether an association is providing a good level of customer service to its members? What do you feel are
some of the challenges to achieving a high level of customer service?
Throughout my career I have been involved with WEF, am a member of CASA, Water Reuse Organizations. I am involved
in all of these associations and professional growth, and different labs. I go to ACWA meetings depending on my time
and availability. Following the proceedings and share the message with the clients. In that aspect I have been very active
in that. Each agency has their own goals and vision for sure. So, to answer your question. The science is changing - the
qualities are changing. Each agency brings a different perspective. Agencies are not doing - consultants are putting in
their time in how they can engage. Driving the policies point of view of where we are heading - most agencies are doing
an excellent job.
