7. The Executive Director will work closely with other state and regional organizations, with the legislature and regulatory
       agencies.  Please describe a time that you have been instrumental to change and had to work with external stakeholders
       in accomplishing this change.


       Since I have already told you about the efforts that successfully completed the Pharmaceutical removal from the City. I
       can tell you about a program in the last couple of years about a program that morphed into a program to craft language
       that obligates the reluctant manufacturers to take financial responsibility for the takeback program. One of the peculiari-
       ties of our program is I was able to take them responsibility for sharps or needles. I can tell you the reason we succeeded
       is because we had a history of ten years of taking the pharmaceuticals at such a low cost that it made them agree with
       us. That's an example of where we were able to get accommodation for needs from the community and had the data to
       show this was not a high cost thing.




       8.  Describe your experience with membership-based organizations and your approach to working with them. How do
       you evaluate whether an association is providing a good level of customer service to its members? What do you feel are
       some of the challenges to achieving a high level of customer service?



       I have worked with member organizations, CWEA, CCLEAN, it also includes NACWA and another national level is WRF and
       WEF, and also American Public Health Laboratories. I have experience working with them. I know from being a subscriber
       how to assess whether my relationship is succeeding or whether they are facilitating a program that is meeting the needs
       of its members. When we succeed they are our partners in dealing with the EPA or the CA Water Board. When we suc-
       ceed there is a great deal of tension in the laboratory environment in CA. Where half of the municipal laboratories feel
       that the Department of Health is stretching their standards. It would cause reluctant organizations to merge with ones
       that are being successful. An organization such as CASA would call meetings and get the subscribers together to associate
       as one. The issue in CA is different - there are maybe half of the labs who are not there yet who are fighting the State and
       the other half is silent because we are already there. We need to assist them to get there.



       I know from experience when I am supported by an organization.



       I imagine that some of the challenger rates would be one of the challenges. I have seen it with APHL. I have seen it with
       WRF. It's because they are doing very good work but we don't think we should be paying more.
