        PROFESSIONAL EXPERIENCE:



        Public Works Director, City of West Sacramento (08/2013 – Present)
               As Public Works Director for City of West Sacramento, I plan, organize, assign and direct the activities, operation,
               maintenance and programs of the Public Works Department, including, but not limited to public works
               operations, capital programs, engineering, facilities, streets, sewer collection, water treatment and distribution.
               I am in responsible charge for plan, design, construct, maintain and operate about 200 miles of water mains,
               130 miles of storm drains, 190 miles of sewer mains and 190 miles of streets. I am also in responsible charge of
               operating and maintaining 8 water pump stations, 8 storm pump stations, 14 sewer lift stations, 9 water tanks,
               450,000 square feet of buildings, the City fleet and a water treatment plant that has 4 billion gallons capacity per
               year. I manage a staff of 87 FTEs, Operating and Maintenance budget of $27 million and a Capital Improvement
               Program of $180 million. Under my leadership and direction, the Department received over $21 million in
               various federal and state grants for 12 projects in 2018 alone.



               I establish, implement and evaluate departmental goals, priorities, procedures and policies. I provide staff
               assistance to the City Manager, City Council, commissions and committees. I represent the City and the Public
               Works Department to outside groups and organizations. I coordinate department activities with those of
               other city departments and outside agencies. I direct the preparation, justification, and administration of
               the departmental budget. I direct the selection, development, evaluation and discipline of department staff.
               I prepare or direct the preparation of reports, memoranda, correspondence, studies, research and special
               projects.
        Chief, Division of Local Assistance, Caltrans (12/2008 – 08/2013)
               As the Division Chief, I managed the Local Assistance Program which is a complex Program. I developed and
               implemented policies, guidelines and standards for statewide project delivery functions; design, construction,
               environmental analysis and right of way for local agency projects. I managed a support budget of about $40
               million and over 300 positions statewide. Over $1.7 billion of federal and state funds were subvented to over
               600 agencies statewide through local assistance program. Delivered over 100% funding in each year. At any given
               time, I managed over 5000 active projects under 13 different funding programs. I developed and implemented
               policies, formulated work programs and evaluated effectiveness of operations in the Division. I developed
               and implemented policy for program selection, funding disbursement, and delegated approval for grants
               management activities.

        Executive Development Program Participant, Caltrans (2/2008 – 12/2008)
               Participant of the Executive Development Program. As a part of this program, I worked in Division of R/W. This
               gave me an opportunity to understand some of the challenges, such as managing the excess lands, legal issues
               surrounding the Department’s master agreements with the utility companies. Then in the Division of Budgets I
               coordinated the department’s effort during the legislative budget hearings. I have participated in meetings with
               Department of Finance, Legislative Analyst Office and Assembly subcommittee. I also had the opportunity to
