review and analyze all the Budget Change Proposals and Finance Letters from the Department which gave me a
             broad perspective of the Department’s budget. Then as the Chief, Office of Special Funded Projects & Structures
             Local Assistance in the Division of Engineering Services, I was in responsible charge for the quality assurance
             for structures designed by local agencies, both on and off the state highway system. I assisted Division of Traffic
             Opertations in evaluating the potential for modernizing the CMS and using them for commercial advertisements
             when not used for transportation purposes.



     Chief, Office of Project Implementation, Local Assistance, Caltrans (02/2000 – 02/2008)

             Under the general direction of the Division Chief, I was responsible for working with the cities, counties, transportation
             planning organizations, District staff and other affected organizations to facilitate the implementation of projects necessary to
             accomplish the Local Assistance Program.


             Responsible for the administration and management of federal and state local assistance funding provided to
             local agencies for transportation projects. Provide general direction to engineering, technical and administrative
             staff, while personally performing the most difficult work. Also perform engineering and analytical work resulting
             in policy recommendations and procedural exceptions for local assistance and special funded state highway
             projects.

     Senior Transportation Engineer, Caltrans (10/96 – 02/2000)

             As a senior Transportation Engineer for the office Local Programs I was responsible for getting the Federal
             and State funds for more than 100 Cities and Counties District 07, for their transportation projects. I was in
             responsible charge for obligating federal funds for more than 100 projects per year costing more than 100 million
             dollars. I have supervised up to 11 Transportation Engineers during this time. I have assisted the Office Chief
             to distribute the resources to other functional units and to develop the Operation Plan for the Office. I have
             conducted many trainings to the Local Agencies; the last one was on Quality Assurance Program.
     Instructor, UCLA Extension (1999-2000)

              Worked as an instructor for part of the Civil Engineering Review course offered at UCLA Extension for the PE
             exam candidates.

     Transportation Engineer, Caltrans (03/91 – 10/96)
             Local Programs (08/93 – 10/96) Review for adequacy, applications and documents submitted for State and
             Federal grant funding by State, local agency, and private consultant personnel. Ensure that submitted documents
             and applications for processing federal-aid and state-aid Local agency projects are in conformance with current
             Federal and State procedures and standards. Act as liaison between local agency and the Federal Highway
             Administration. Coordinate between local agency and Caltrans offices on federal-aid projects.

             Design (04/92 – 07/93) As a Design Engineer for California Department of Transportation, I have played a major
             role in the design of a 11 million-dollar project called “Sand House” which is to upgrade 5-mile stretch of two
             land conventional highway into a four-lane divided highway.
             Construction (03/91 – 03/92) Inspection and evaluation of materials, methods and completed work to
             determine the general compliance with plans, specifications, and design and planning concepts. Analyze contract
             plans and specifications and prepare design changes for contract change orders where necessary.

     Design Engineer, ABB Impell Corporation (10/90 – 03/91)
             I designed and validated the design of conduits and conduit support systems for a nuclear power plant near
             Fortworth, Texas.
     Teaching Assistant, University of Texas @ Austin (01/89 – 05/90)

             Teaching and grading freshman level courses on surveying. Each class included on hour of lecture and two hours
             of field training.
