Please describe your experience in the areas of public transportation and traffic reduction.
I've spent my whole career on working on various projects to improve traffic control - one of the best ways to do that is
through round abouts. They have lower long-term maintenance costs - it's one of those tools that some cities have
embraced. It falls nicely into the Vision Zero program - I've really improved bike facilities. I've worked for two major transit
agency. I really have a good understanding of how light rail operates - so I would definitely say that the transportation
portion of my experience and portfolio is right up there with my expertise in sustainability.
The State of California has passed laws requiring increased recycling of Organic Waste, with the goal of
reducing disposal of organic waste by 50 percent compared to 2014 levels, by 2020. Please provide your
experience with recycling and solid waste in addressing this issue.
I've never run a waste recycling program - certainly in San Francisco we had a biofuels program where we took grease
and oil and turned it into fuel. Solid waste reduction comes to how we parse out items - and the more we can do to
reduce the waste .
What experience do you have in supervising a diverse group of employees, mentoring and growing them, and what
employment issues and challenges have you faced in embracing diversity?
You can define diversity in a lot of ways ethnicity, language, work ethics there's always a large range of folks. I myself
am a child of immigrants. Those things are all incredibly important to me. So I'm sensitive to it and I care about. From a
management standpoint, I have gone out of my way to make sure people feel included. One thing I've learned later in
my career is having a single bar for everyone to reach is probably not a good idea. Different people are going to carry
different workloads so I also speak a third language I don't know how many people in Sacramento speak
Portuguese but I speak Portuguese fluently.
The DPW will manage seven divisions and a staff of over 700. What do you see as the challenges and what is
your experience in managing multiple divisions?
When I was at larger agencies I wasn't high enough up to say - my management has been, if there are seven divisions -
I feel comfortable working with seven division managers and really helping them succeed in the leadership of their
divisions. When it comes to 700 staff - that's a number of public works employees - over time I would like to know and
meet all of them. A lot of the employees get an impression of the Director. I can't say I have direct experience managing
a team that is that large. It's something that would be very interesting to me and very challenging. In order to be very
successful with that I would need to come in with a willingness to learn - what areas some of the division managers,
other department heads - I think coming in with that kind of basic experience to learn would be my approach to be
successful in managing a team that is that large and diverse.

This is a dream job for me - I would be really excited to take it on. I bet Sacramento is going to have some choices of
people who have been a Director of other large cities. I only have an outside chance in my opinion to get this job but I
think I could do it well, it would be really, really exciting for me.
