The The City City of of Surprise operates under a a a a Council/Manager form of of government The The seven member City City Council Council is is elected to staggered four-year terms Each council member represents an election district with the the exception of the the Mayor who is is elected at-large It is the the responsibility of the the City Council to set policy Appointed by and and reporting to the the the the Mayor and and City City City Council the the the the City City City Manager is is the the the the chief administrative officer o of of the the the the City City City o of of Surprise and is is is responsible for providing administrative leadership in in in the the daily management of the the City City The City City Manager also provides policy advice to to to the the the City Council Council and and and leadership to to to city staff to to to meet the the the goals and and and objectives of the the the Mayor and and and Council Council facilitates the the development of proactive policy with the the Mayor and and City Council and and is responsible for planning directing organizing and controlling the the activities of the the City’s 14 departments: Community Development Development Economic Development Development Emergency Management Finance Fire-Medical Human Human Resources Human Human Service & Community Vitality Information Technology Marketing & & & Communications Parks & & & Recreation Police Public Works Sports & & & Tourism and Water Resource Management through department directors and other key management staff This vacancy is is the the the result of the the the impending retirement of the the the current City City Manager who originally joined the the the City City in in in 2011 as the the the Police Chief Surprise has a a a a a a workforce of of 1025 9 full-time equivalents (FTEs) and a a a a a a FY22 budget of of $437 8 million dollars THE IDEAL CANDIDATE

The ideal candidate will possess no less than ten (10) years of responsible experience performing complex budgetary financial policy and and organizational analysis duties Experience working directly with an an an an an elected council or or or board is is preferred and and a a a a a a a a a a Bachelor’s degree degree in in in business public administration or or a a a a a a a related field is is expected with a a a a a a a Master’s degree degree preferred
