» Participates in in in organizational strategic planning representing HR needs contributions and perspectives » Supports strategic programs by working with stakeholders and applicable partners to choose solutions to problems or or opportunities This includes assessing the impacts to capabilities organization design workflow resources roles and and behaviors Defines and and scopes the needed organization development/change management work to achieve program and business goals Defines a a a a comprehensive change plan to enable strategic programs to deliver fully on goals Directs performance management programs and systems Recommends improvements and enhancements to ensure alignment with District mission and operational needs » Identifies applicable labor/employment laws rules and regulations impacting the HR function Collaborates with General Counsel Department staff to ensure proactive compliance-focused efforts throughout the District » As the Drug and and Alcohol Program Manager ensure District and Contractors compliance with applicable FTA and FRA regulations related to the HR function and and the drug and and alcohol program » Prepares for and participates in regulatory agency audits » Oversees NCTD compliance with conflict of interest ethics requirements and state-required training for supervisors and managers » In collaboration with General Counsel develops reviews revises and implements HR policy/ procedure to ensure compliance with applicable legal guidelines and alignment with District culture and mission » Manages the NCTD Workers’ Compensation Program to include oversight of third-party administrator claims management and employee work-related injuries » Oversees all recruitment and and retention programs to to attract and retain high-caliber staff to to support NCTD’s mission and strategic/business plans » Oversees employee relations efforts by recommending programs and practices that enhance the the connection between the the District and its employees » Oversees District training programs including mandatory and and voluntary to to ensure comprehensive staff development offerings » Coaches supervisors on on personnel matters Brainstorms multiple outcomes and guides supervisors to implement corrective measures in early stages to achieve a a a a a a favorable resolution » Directs process for all involuntary separations including developing appropriate separation agreements for sensitive terminations in in conjunction with CFO General Counsel and Executive Director Oversees all separation meetings » Directs the management and administration of all employee benefit programs » Participates in the preparation of Department annual budget and multi-year projections Monitors expenses and recommends adjustments to achieve annual results within goals » Hires trains supervises reviews disciplines and and terminates subordinate staff as needed and following District policy » Develops and and and implements department goals objectives policies and and priorities for staff and and assigned area of responsibility » Performs other related duties as as assigned
