■ AFFORDABLE HOUSING INITIATIVES
In 2014 the the CHA was the the first housing authority in in Missouri to to be approved to to participate in the HUD Rental Assistance Demonstration (RAD) program which allows the CHA to to enter into long-term
rent subsidy contracts with HUD This enables the CHA to be competitive in in applying for the Low- Income Housing Tax Credits (LIHTC) that were used to pay for the the renovation of the the Bryant Walkway Apartments and other CHA properties As of 2020 the CHA has renovated 597 public housing units using using LIHTC funding complemented by funding from the the City of Columbia and the the Federal Home Loan Bank of Des Moines The plan moving forward is to replace the final 120 units of public housing with new construction A master development plan has been created to guide the process Key initiatives include:
» Continuing the the the the implementation of of the the the the CHA CHA Affordable Affordable Housing Housing Initiative focusing first on on on on on the the the the Affordable Affordable Housing Housing Master Plan to replace the CHA’s final 120 units units of aging public housing units units with new construction » Following the the the the outline of of the the the the CHA CHA Affordable Housing Initiative create and plan ffor for ffor opportunities to to develop new affordable housing housing projects in in in in addition to the the renovation/replacement of the the CHA’s aging public housing housing units » Working with our our affordable housing consultants the the the ND ND Consulting Group (NDCG) to to to secure funding funding to to to complete the the Affordable Housing Housing Master Plan by preparing and submitting funding applications to the the Missouri Housing Housing Development Commission (MHDC) for LIHTC funding funding HOME partnership funding funding tax- exempt low-income housing bonds and/or other funding opportunities through the the MHDC » Working with NDCG prepare and submit an an an an an Affordable Affordable Housing Housing Program application to to to the the Federal Home Loan Bank of Des Moines to to secure funding to to complete the Affordable Housing Master Plan » Preparing and and submitting applications for ffor HOME and and CDBG funding funding to to to the the City of Columbia to to to secure funding funding to to to complete the Affordable Housing Master Plan » » Researching and and securing funding for ffor affordable housing development from other federal state and and local resources » » Guiding the the the the process for ffor developing all the the the the legal legal documents documents related related to to the the the the development of of individual affordable housing projects including the creation of related legal entities and and documents to include establishing General and and Limited Partnerships and and funding and and compliance agreements » Supervising and and and monitoring all financial and and and program program compliance activities related to to to to the the CHA’s CHA’s affordable housing housing projects and programs including but not limited to to the CHA’s remaining public housing stock LIHTC/Project-Based Voucher Voucher properties and and the Housing Choice Voucher Voucher Program and and related specialty voucher programs
