Page 20 - Constitutional Model for a Democratic South Africa By Prof Vuyisle Dlova
P. 20
That question is largely answered though indirectly in the first part of this work. The African
people, though united on their hate of alien domination, are divided on a number of other
issues. The PAC and the ANC symbolize a division that permeates the whole social fabric.
Inside South Africa itself, we have the National Forum and the UDF, and at the regional level,
Mr Buthelezi’s Inkatha. Within the trade union movement we have AZACTU-CUSA
Federation, COSATU and at regional level, Mr Buthelezi’s UWUSA. The PAC has an army of
its own which is called the Azania People’s Liberation Army; the ANC has an army of its own
called Umkhonto we Sizwe. To date, there is no umbrella organisation that accommodate all
these trends, or at least the more compatible of the trends. Proclamation of one-party state in
such circumstances would be a big plunge to disaster.
CONCLUSION
What is needed is a carefully drawn and balanced framework that will enable the nation to
advance in peace rather than plunge itself into a long drawn civil war. What we have set out
above would in our view have achieved its purpose if it did stimulate a serious and purposeful
debate on the creation of such a framework.
