Performance Evaluation Report on Rural Roads Constructed Using CRRI-Bitchem Cold Mix in Different District of Assam during 2008-2009

Mukhyamantir Pakipath Nirman Achani (MPNA)

Government of Assam has launched the programme Mukhyamantir Pakipath Nirman Achani (MPNA) with the
objective of providing connectivity with all weather roads to unconnected habitations as in PMGSY. Under this
scheme, 1039 km. of road have been sanctioned and completed.

Finally, it came under commercialization from 2008 and till date more than 2000 KM of roads are constructed
with CRRI-BitChem Cold Mix Technology and performance evolution are made through reputed institutions like
IIT & CSIR- NEIST etc. The roads are found better durable than Hot Mix bituminous road as per their
evaluations. Already CSIR Cold mix technology has explored to Sikkim, Jharkhand, Chhattisgarh, Nashik and in
the line up to promote in Madhya Pradesh, Himachal Pradesh, Rajasthan, Orissa, Andhra Pradesh and Karnataka.

The rural roads under PMGSY and MPNA Schemes in Assam are spread in all the districts particularly remote
and bordering areas where there is no road connectivity. Majority of the newly constructed PMGSY and MPNA
rural roads in Assam were surfaced with hot mix asphalt i.e. hot pre-mix carpeting.

Keeping in-view of the advantages of construction, energy efficient and environment friendly, Cold Mix
Surfacing has been started using cold-emulsion in pre-mix carpeting on rural roads under the PMGSY and MPNA
Schemes in various districts in Assam. The surfacing using pre-mix carpeting in rural roads construction
gradually increased in PMGSY and MPNA Schemes and more than 300 km. length of rural roads were laid during
the year 2008-2009 in Assam.

CSIR-Central Road Research Institute (CRRI), New Delhi, the pioneer national institute in the areas of roads and
highways provided and transferred the technology of Cold Mix to M/s Bitchem Asphalt Technologies Limited,
Guwahati, Assam, the producer of bitumen emulsion in North-East region. The joint effort of CSIR-CRRI, New
Delhi and Bitchem, Guwahati make it possible to popularize the cold mix technology for road construction, and
till date more than 2000 km. length of rural roads has been completed with pre-mix carpeting in North-East.

3.0 Objective of the study

The rural roads under PMGSY and MPNA Schemes, constructed using Bitchem Cold Mix technology for pre-
mix carpeting during the year 2008-2009 in various districts in Assam has been evaluated their in-service field
performance time to time.

The main objectives of this study were as under:

· Performance evaluation of 4-years old in-service rural roads constructed using Bitchem Cold Mix
technology for pre-mix carpeting under PMGSY and MPNA Schemes in different district of Assam.

· Comparative study of 4-years old in-service surface condition of rural roads constructed using
Bitchem cold pre-mix carpeting and hot pre-mix carpeting under PMGSY and MPNA Schemes
in different districts of Assam.
