EPSI: Who is Selestino Babungi?
he first thing is that I am an accountant by profession from Ernst and Young, the audit and finan-
Tcial firm. I did my education from rural Uganda in Bundibugyo. I then went for my secondary edu-
cation at St Leo’s College Kyegobe in Fort Portal. From there I went to university in 1996 and graduated in
1999 in Statistics. Other than the accounting experiences from Ernst and Young, I have been with UMEME
since 2006 to date. Previously, I was part of the consultancy team for due diligence for the original owners
CDC (Commonwealth Development Corporation – UK) CBC before they took the concession.
EPSI: UMEME is in the Energy Sector and you have mentioned that you are an accountant. What one thing
have you received from this particular profession that has helped you to this day? a
Exposure. That is an advantage we get from a number of consultancies from these auditing firms.
They expose you to a number of scenarios; a number of sectors – banking, telecom, energy, education
services, government operations. For example, I was heavily involved in the reconciliation of the Uganda
Government consolidated fund. It had never been reconciled. So here you are, you go in to reconcile the
whole government account. You learn plenty from that.
