EDITORIAL
nce again, I would like to welcome you to this Issue of the Energy Power Supply Insights, EPSI
Omagazine. Issue 8 of this quarterly magazine comes at a time when there are countless ques-
tions being raised about the country’s economy. Some of the fingers are pointing to the large number
of government agencies and bodies that seem to be duplicating their work. This has led to a call among
various sectors of government for the merging of these agencies.
With the government’s plan to merge various government agencies, the Energy Sector is also
looking on in anticipation. Although this will also affect the sector with agencies like UEDCL, UETCL
and UEGCL merging together with REA under one holding company, some people would want to know
whether this is not the recreation of Uganda Electricity Board.
In this issue EPSI takes you through what this merger might mean as well as a look at the possible
outcome. The researched paper on this particular topic considers the history of Uganda. Have there
been any lessons learnt? Have there been experiences that will change the expectations of Ugandans?
And just generally if this is a good idea in a sector that requires some level of independence?
Away from the issue of the merging of government entities, EPSI offers an insight into the world
of UMEME’s Managing Director, Mr Selestino Babungi. In this exclusive interview he speaks about the
sector and just how far it can reach.
Enjoy this issue of the magazine where issues on the national oil pipeline as well as renewable
energy make for an interesting read. It is my hope that you learn something new from these well-
researched papers.
