Sir John Cowperthwaite joined the Colonial Service in Hong Kong in
1941 and continued to work there (with the exception of the period
during the WWII) until he was promoted to the position of Financial
Secretary in 1961, which he held until 1971. He supported minimal
government intervention and careful spending of public funds; the
1976 Nobel Prize Laureate in Economics, Milton Friedman, said of
him “It would be hard to overestimate the debt Hong Kong owes to
Cowperthwaite.”
