UPDATES ON EMISSION TESTING AND DEALER PLATES
         
         
        NEW EMISSION GUIDELINES
        During the COVID 19 shutdown Air Care Colorado was closed creating a backlog of sold vehicles unable to be tested. This also pre-
        vented inventory from being tested prior to being sold. Upon opening for testing the State anticipated being overrun at the testing
        stations and implemented new guidance directing them to only use the OBD test for all vehicles. This caused any vehicle with a check
        engine light illuminated to automatically fail. This was a major change for dealers selling vehicles 12 years and older since under the old
        rules they used the I/M240 dynameter for testing and were able to be tested with the illuminated light. When CIADA was informed
        of the change we worked with the Governor’s office explaining the negative effects this would have on dealers resulting in new guid-
        ance being issued reverting back to vehicles 12 years and older with the check engine light illuminated to be tested by the I/M240.
        Attached are the new guidelines which you can give to your drivers to use if they encounter resistance at the testing centers from unin-
        formed employees administering the test.

        Inspection Changes Draft 5/26/20:
        OBD - On-Board Diagnostic an electronic query of the vehicle’s computer control system:
            • Model-year 2010 and newer vehicles and light-duty trucks, GVWR less than 8501:
                • Effective 5/15/20: No Alternative IM240 test. Model-year 2000 – 2009 vehicles and light-duty trucks, GVWR less than 8501:
                   » 5/15/20 – 5/23/20: Alternative OBD test.
                   » Effective 5/15/20: Ignore readiness monitor requirements.
                   » Effective 5/21/20: Pass for advisory visual and functional check engine light, software will not allow N/A.
                   » Effective 5/26/20: Alternative OBD test if check engine light is not illuminated.  
                • Model-year 1996 – 2009 vehicles and light-duty trucks, GVWR less than 8501, that are not compatible with the dynamometer.
                • I/M240 - dynamometer based:
                • Model-year 1982 – 1995 vehicles and light-duty trucks, GVWR less than 8501.  
                • Model-year 1996 – 1999 vehicles and light-duty trucks, GVWR less than 8501:
                   » Effective 5/21/20: Pass for advisory visual and functional check engine light.
                   » Effective 5/26/20: Override advisory electronic query of the OBD system.
                • Model-year 2000 – 2009 vehicles and light-duty trucks, GVWR less than 8501:
                   » Effective 5/26/20: Normal IM240 test if check engine light is illuminated.
                   » Effective 5/21/20: Pass for advisory visual and functional check engine light inspection, software will not allow N/A.

                                          NEW DEALER PLATE GUIDELINES
        Rules for using Demo and In-Transit plates have been issued by the Department of Revenue no longer allowing Demo plates to be used
        to conduct normal dealer business such as driving to the bank, DMV or attending auctions. The new rules state they are only to be used
        for demonstration drives with a customer in the vehicle or allowing the customer to use the vehicle overnight on an extended test drive
        with the proper paperwork provided to the customer. The In-Transit plate restrictions have been reduced and now allow them to be
        displayed on a vehicle owned by a dealer with minimal restrictions. It is the opinion of CIADA and our legal counsel this now allows
        the dealer to use the In-Transit plate to conduct normal dealer business such as driving to the bank, DMV or attending auctions. This
        is the interpretation by CIADA. The use of Full Use Plates has not changed and is the only other dealer plate you can use with no re-
        strictions for conducting dealer business. You will see in the new rule changes In-Transit plates can be used for demonstration drives
        only during Normal Business Hours unlike Demo plates which can be used for overnight extended test drives. Please note if you do not
