       6.1.2 Budget dynamics - specific issues...
   According to some estimates, 300,000 draftees will cost the Russian federal budget RUB1.3 trillion per year. This is slightly less than the budget's surplus in the first half of this year. The salary of a contract soldier sent to Ukraine is 250,000 rubles.
The fighters receive this amount "on hand." The real costs per soldier are much higher, since they include personal income tax (13%) and social contributions (30%).
If these expenses are taken into account, one contractor will cost the Ministry of Defence 373,000 rubles a month, and 300,000 - the number announced by the head of the department, Sergei Shoigu - 112bn rubles a month.
The annual budget expenditures, therefore, will amount to about 1.34 trillion rubles - an amount that is equal to one and a half annual budgets of the Moscow region (884bn rubles), nine annual budgets of the Murmansk region (141.8bn rubles) and 56 years of tax collections to the budget of the Republic Kalmykia (23.1bn rubles).
Mobilisation spending will put a new burden on the federal budget, where this year, according to the Ministry of Finance, the deficit will be 1.7 trillion rubles, and next year it will increase to 3 trillion (2% of GDP).
Initially, 3.5 trillion rubles were included in the 2022 budget under the “national defence” item. But by September, actual spending likely exceeded that level,
