     nine months of 2022 paid UAH 60.2bn in taxes and fees to the state and local budgets, the company said on Friday. Thus, Ukrainian enterprises of SCM Investment Group sent UAH 57.3bn in taxes and fees to the budgets of all levels. Another UAH 2.8bn was paid to the budget by associated and joint ventures. Of the UAH 57.3bn paid by SCM enterprises, UAH 49bn went to the state budget, UAH 8.3bn to local budgets.
The wholesale, retail and processing industries are still among the largest taxpayers during the war. From January to October, the largest share of the payment of taxes, fees, and payments to the consolidated budget was contributed by enterprises in the following industries: wholesale and retail trade, repair of motor vehicles and motorcycles, processing industry, extracting industry, and quarry development, public administration and defense, and social insurance. In total, these sectors of the economy account for 55.8% of all taxes and fees that have been paid. At the same time, enterprises in the following sectors reduced their tax payments: agriculture - by 23.7%, processing industry by 20.7%, and transport/logistics by 15.4%. As well, the following sectors increased tax deductions: public administration and defense by 2.2 times due to a 9-fold increase in defense spending. Electricity and gas suppliers increased their tax payments by 1.4 times due to the rise in energy prices.
Ukrainian metallurgists paid about UAH18B in taxes. The Metinvest group contributed almost UAH 18B ($49M) in taxes and fees to Ukraine’s budget in the first nine months of the year. The company notes that the largest portion is the income tax. During the January-September period, Ukrainian Metinvest enterprises paid over UAH 6B into Ukraine’s coffers. The second largest category is the single social contribution, amounting to UAH 3.3B. The tax on individual income yielded more than UAH 3B. General Director of Metinvest Yuriy Ryzhenkov noted that despite the shutdown at several enterprises in Mariupol and Avdiivka, the company remains one of the largest taxpayers in Ukraine.
 The Cabinet of Ministers of Ukraine has exempted VAT and customs
 duties on the imports of goods essential for the heating season. The
 customs duties were waived for the following items: gas generators, electric
 motors and generators, electric generator units and rotary converters,
 transformers, electric batteries, and electric water heaters and radiators.
 According to Prime Minister Denys Shmyhal, this step will speed up power
 infrastructure repairs, improve the availability of heat and power, help meet
 demand, and reduce prices for the relevant items.
 6.1.3 Budget dynamics - funding
    Ukraine has received over $23bn in financial aid since February 24. “Ukraine feels the reliable support of the world in its struggle for freedom and independence,” Prime Minister Denys Shmyhal said on November 18.
Finance minister: Ukraine needs $38 billion a year for post-war reconstruction. The Ukrainian government can take the funds necessary for Ukraine's reconstruction from the state budget, but it has to look for other sources too, Finance Minister Serhii Marchenko told Suspilne.
