UN plans to provide $5.7B in aid to war-affected Ukrainians in 2023. 13.6 million war-affected Ukrainians have already received UN aid, and a total of $5.7B has been requested for Ukraine’s needs next year, the UN reported. In total, a record $51.5B needs to be raised to help the 230 million most vulnerable people in 2023. This is 25% more than this year. The UN estimates that another 65 million people will need assistance next year, bringing the total number of people in 68 countries to 339 million. That's more than 4% of the people on the planet or roughly the population of the United States. The UN's emergency aid coordinator, Martin Griffiths, noted that it will be challenging to obtain the total amount. This year, the UN humanitarian appeal is only 47% funded.
The IMF and Ukrainian authorities have agreed on $20B in funding for budgetary needs. Ukraine reached a preliminary agreement with the International Monetary Fund on November 23 that may open a path to a financial lifeline as the war-battered nation seeks as much as $20B to shore up its reserves and budget needs. The deal between Kyiv and the Washington-based lender is a so-called staff-level agreement to establish a full lending program to unlock billions in financing next year, providing the government meets conditions, according to the lender’s statement on Wednesday. The four-month program “will provide an anchor for macroeconomic policies and catalyze donor support,” Gavin Gray, who led the IMF mission, said in a statement.
The US allocates an additional $4.5B of financial aid for Ukraine.
Secretary of the Treasury Janet L. Yellen issued the following statement on the disbursement of $4.5B in direct budget support for Ukraine: “Today, the United States continued to uphold its unwavering commitment to Ukraine with the mobilization of an additional $4.5B in grants for direct budget support. The grant is mobilized under the World Bank’s Public Expenditures for Administrative Capacity Endurance in Ukraine (PEACE) project, which aims to help the Government of Ukraine sustain essential services and core government functions at the national and regional levels. These funds will begin disbursing in the coming weeks and help the Government of Ukraine to support core government services, including wages for hospital workers, government employees, and teachers, as well as social assistance for the elderly and vulnerable.”
The US announces a new $400mn aid package for Ukraine. The package includes Avenger air defence systems and missiles for HAWK anti-air systems, as well as HIMARS ammo, winter gear, and 100 armored Humvees. The Pentagon specified that missiles for Hawk complexes will complement the recent transfer of these air defence systems from Spain to Ukraine, while Avenger short-range air defence systems will enable Ukraine to secure more of its troops and critical infrastructure from Russian attacks.
Biden asks Congress for another $37.7B for Ukraine. The Biden administration has called on Congress to expand funding for articles of "critical needs", which include $37.7B to support Ukraine. Aid to Ukraine will consist of economic support, weapons, and materials needed for defence and war victims. The request also addresses critical global food and energy shortages caused by the Russian invasion. According to the publication, the $37.7B will
