v. At this rate, it is very unlikely for both sides to
conclude the IGA in the near future because
almost all Articles are pending resolution.
vi. Qatar would like to resume negotiation in May
2016 in Doha.
vii. In 2016, BDPFP decided to revise/ improve the
current IGA template due to the changes in
dynamic nature of investment, based on global
best practices like UNCTAD’s Investment Policy
Framework for Sustainable Developments as well
as International Investment Agreements.
Therefore, all IGA negotiations were deferred until
the policy on investment agreements is reviewed.
Malaysia’s New Template For IGA
Following Cabinet’s decision on 3 January 2018, Malaysia
had initiated a review for a new template for Malaysia’s
IGA. The objective is to realign Malaysia’s IGA template
with current developments especially with Malaysia’s
commitments in the various FTA’s. As such, the new IGA
template takes into account the dynamic nature of
investment, global best practices like UNCTAD’s
Investment Policy Framework for Sustainable
Developments as well as International Investment
Agreements.
Current Development
MOFA has sent our new template to Qatar in February
2018. However, as to date, there is no reply from Qatar.
While Malaysia was informed that Qatar is planning to
conclude and sign the IGA by March 2019, MITI needs the
