A private person may arrest another: 1. For a public offense committed or attempted in his presence or when a felony has been committed and the person arrested is believed to have committed it.
             Private Civilians may arrest another for public offenses committed or attempted in his presence, and where a felony has been committed and the person arrested is believed to have committed the criminal act. Civilian arrest warrants are registered, bonded and registered on the S.E.C. for reporting to the Internal Revenue as an Honest Services Fraud tax assessment.
