Civilian Registered Arrest Warrants inform the arrestee that he is under arrest, give the reason for the arrest, and express the authority under the several States of the American Union entitled to Full Faith and Credit and recognition in every U.S. Court 26 USC 1652.
Any peace officer or public official who has the authority to receive or arrest a person charged with a criminal offense and willfully refuses to receive or arrest that person shall be assessed honest service fraud charges of at least two hundred fifty thousand dollars in United States currency notes, reported on 8281 and IRS 1099-A as a federal taxable obligation,
Private civilians have been making arrests for centuries. California statutes prohibit officers from making arrests for misdemeanors and infractions that were not committed in the officers’ presence.
The sole authority authorized to make arrest for misdemeanor arrests are civilians, based on public offense, includes misdemeanors, public offenses that are punishable by one year or less in prison or infractions not punishable by imprisonment. The typical misdemeanor offenses occur from targeting native civilians to the several States of the American Union by foreign unregistered agents acting under color of authority in pursuit criminal activities.
