In a Continuous Improvement Environment, the underlying belief is that those close to the action are best qualified to make improvements, they are good problem solvers (at least with coaching), and can be trusted to lead the attack on waste. This means the engineers, quality professionals, and team leaders become facilitators and coaches rather than front line fixer.
In a company where employees contribute their full energy to the company’s goals and continuous improvement:
