       Make a Difference in 2025: Get Involved in Government Affairs

As the 89th Texas legislative session begins, the Greater San Antonio Builders Association’s (GSABA) leadership and membership stand ready with a coordinated communications effort and a grass roots advocacy campaign in place. We have worked diligently to connect with our elected officials from the greater San Antonio area that represent us in Austin and Washington. We regularly work to stay connected with our representatives and we have hosted several face-to-face meetings, fundraisers and events this past year.
Our outreach efforts will help us in the upcoming 89th Texas legislative session because this next session is not going to be easy. Our elected officials want to hear from our members and their constituents on critical issues.
For those members who may not know, your GSABA membership includes a membership in the Texas Association of Builders (TAB) and the National Association of Home Builders (NAHB). GSABA sends a portion of your annual dues to TAB and NAHB and they advocate, work, and fight for the residential construction, remodeling and development industry in Austin, TX and Washington, D.C.
TAB and the state Government Relations Committee (GRC) recently
met face-to-face to discuss several key issues that will be of interest to our members. The GRC has representatives from across Texas, including Builders, Developers, Remodelers and Associate members. Here are a few of the critical issues that we expect to have debated in the next session:
• Impact Fees
• Development/Development Agreements focusing on involuntary annexation
• Minimum Lot Sizes
• Building Moratoriums
• Extraterritorial Jurisdiction (ETJ) Issues including releasing properties from the ETJ
• Institutional Investors/Owners • Foreign Owners
• Building Permits
• State Energy Code
• Water/Wastewater and CCN’s • Expansion of County Authority • Product Mandates
• Immigration
Lawmakers in the Texas House and Senate filed 1,511 bills on Tuesday, November 12th, the first day of prefiling for the 89th Regular Session. By all counts, this is going to be a very busy session.
As we look to 2025, I invite you to get involved with GSABA’s government affairs efforts. Grassroots advocacy is as big part of GSABA’s government affairs program. We have been and
will be engaged in the legislative and regulatory arenas this year and we need your support! Please read the monthly Builder Brief and attend key zoom and in-person meetings.
Growing our San Antonio Builder Political Action Committee (SABPAC) under the leadership of Ed Berlanga and our PAC Trustees is also key to our success in our government affairs efforts. Thank you to every member who has made a personal contribution this past year and to our members who sponsored key PAC events. We invite everyone to join SABPAC!
