Deconstruction Ordinance
What's Happening: San Antonio's proposed ordinance would require hand deconstruction of structures approved for demolition with the intent to increase the availability of high-quality salvaged materials and divert construction materials from the landfill. The proposed ordinance effective October 1, 2020 will affect Single-Family and Multi-Family with 4 units or less that have been designated as historic and carry a historic overlay, located within a Neighborhood Conservation District (NCD) or built in the 1960's or older.
What It Is: GSABA members work hard to ensure that housing is a priority with our elected officials. Members of the GSABA Executive Committee met in February with Republican candidate for Bexar County Precinct 3 Commissioner, Trish DeBerry. Trish recently won the runoff election and will be
on the ballot on November 3rd. We are planning calls with key members of the Texas Legislature and members of Congress as well.
Why You Should Get Involved: We have 11 active City Teams. We are building strong relationships
What It Is: The 87th Legislative Session will kick off on January 12th, 2021 and end on May 31st, 2021. With the recent pandemic, local and state sales tax revenues are down substantially. The State of Texas will be dealing with budget shortfalls, COVID related issues, redistricting, school funding and more.
Why it Matters: When you joined the Greater San Antonio Builders Association (GSABA), you also became a member of the Texas Association of Builders (TAB) and the National Association of Home Builders (NAHB). TAB tracks hundreds of
Why We Oppose: Builders already salvage high quality materials for reuse and that have a market value. Government oversight and documentation requirements add to the cost of deconstructing without the efficiency of equipment. Safety is
also of concern with workers inside buildings disassembling structural materials by hand. Within three years, the ordinance will apply to homes
built as recent as the 1960's, many of which have suffered decades of neglect or poor construction.
What We Are Doing: We are working with the Office of Historic Preservation to make our voices heard and will keep you appraised.

our 22 county jurisdiction. We held face-to-face meetings in the 1st quarter and hosted calls in the 2nd quarter with the cities of San Antonio, Cibolo, and Seguin. We provided critical feedback and affected change to the permit and inspection process in several cities. Together, we continue to make a difference on issues that affect our industry.
We Need Your Support: Please attend and support the upcoming 3-PAC event on Oct. 7th. It is vital to our fundraising efforts to elect pro-housing candidates. Your personal $300 contribution will help elect pro-housing incumbents and candidates on the local, state and national levels.
bills every session, many of them detrimental to the housing industry. TAB champions beneficial industry legislation fights to protect private property rights. We must all step up to preserve a positive political climate for the home building and development industry in Texas.
Why You Should Get Involved: Maintaining strong relationships with our elected officials is key to making our collective voices heard. Gov. Abbott has deemed construction as essential and we must continue to maintain a strong presence at the Texas Capitol. Members win when we defeat legislation that hurts our industry and pass legislation that supports our industry.
