The Covid-19 pandemic is a form of hazard that has the potential to threaten all aspects of people's lives,

such as social, economic, health, and psychological. The impact on society in Indonesia is certainly not
much different from people in other countries who are also facing the Covid 19 pandemic. The condition

of social vulnerability is a real reality that occurs in society in facing the Covid 19 pandemic. Social
vulnerability makes the position of community resilience ( community resilience) experienced a shock due
to the Covid 19 pandemic. The impact of social vulnerability can make people take three interrelated

actions, namely apathy, irrational actions, and criminal acts. We can see this in the current social
phenomenon. So what happens to society is the culmination of the social vulnerabilities that are currently

being faced by society. First, apathy. Second, irrational actions. Third, criminal acts.
For this reason, the researcher intends to conduct research that can map the level of social vulnerability
that occurs in the community by creating a mapping model based on test applications. Later this

mapping model can measure the extent to which people experience social vulnerability during and after
the Covid-19 pandemic. The results of this mapping can later be followed up by conducting social

interventions to the community so that they can regain social resilience in their lives.
Novelty or novelty in this research lies in the effort to map the social vulnerability of the community

affected by the Covid-19 pandemic based on the Social Vulnerability Test (SVT) application. This model of
mapping the social vulnerability of the community affected by the Covid-19 pandemic based on the Social

Vulnerability Test (SVT) application will later aim to provide information about the level or level of social
vulnerability experienced by people affected by the Covid-19 pandemic quickly. Later, the results of this
mapping can be used as a reference for conducting social interventions in people who experience social

                     vulnerability.
The objectives of this research are: (1) To explain the process of compiling a social vulnerability mapping

model in communities affected by the Covid-19 pandemic; and (2) To formulate a model instrument for
mapping social vulnerability in communities affected by the Covid-19 pandemic. The research location is

in DKI Jakarta. The research approach used is a qualitative research approach. While the type of research
used is the type of descriptive research.

Social vulnerability can be seen in at least 5 aspects in this study, namely: (1) initial well-being; (2)
livelihoods and resilience; (3) self-protection; (4) social protection; 5) social and political networks and
institutions. Social vulnerability is assessed with the aim of helping certain communities or groups reduce

the impact of disasters they experience by finding the capacities and capabilities of the communities or
groups themselves and finding the right assistance and the right institutions to help the community

recover quickly. Vulnerability analysis is part of risk analysis that enables disaster management
stakeholders to manage disaster risk. Vulnerability components and indicators are derived from the

concepts, definitions, and factors that determine vulnerability.
