                  4.  Ranking of Offices and individuals
                                 Office and individual performances are ranked accordingly based on issuances from
                          the  Inter-Agency  Task  Force  (IATF)  on  the  Harmonization  of  National  Government
                          Performance Monitoring, Information and Reporting Systems.

                  5.  Information and Communication
                                 All  information  on  the  system  and  its  implementation  are  to  be  communicated.
                          Information  materials  are  provided  or  distributed  to  offices  and  employees  such  as  the
                          SPMS Manual, flyers or brochures, memoranda or office orders, and communication letters.
                         Transparency of information related to the system and its implementation must be ensured
                         through  these  information  materials  and  they  should  also  be  posted  in  the  university
                         website particularly in its Transparency Seal.

  i -          Key Players and Responsibilities

                      The  implementation  of the system  is the  responsibility of the following key  players with their
               duties and responsibilities:
    #

                         1.  SPMS Champion
                                    The SPMS Champion is the University President. He/She shall have the following
                             functions and responsibilities:
                                a.  Primarily   responsible   and   accountable   for  the   establishment   and
                                    implementation of the SPMS.
                                b.  Sets agency performance goals/objectives and performance measures.
                                c.  Determines agency target setting period.
                                d.  Approves office performance commitment and rating.
                                e.  Assesses performance of Offices.


                         2.  Performance Management Team (PMT)
                                    The PMT composes of the following:
                                    Chairperson   :VP-Admin and Finance or Chief Administrative Officer
                                    Members      :
                                                      ■   VP-Academic Affairs or designated representative
                                                      ■   VP-RDET or designated representative
