 About Our Members
The aggregates, ready mixed concrete and cement industries provide the construction materials that are the building blocks of our society. PACA safeguards the industry from common threats; expands market opportunities; trains a productive workforce; educates and communicates the value of construction materials
to all Pennsylvanians; serves as the gathering place for industry stakeholders; and unites divergent interests into a shared platform for action to benefit the aggregates, ready mixed concrete and cement industries in Pennsylvania.
Aggregates
Natural aggregates are among the most abundant natural resources on Earth and a major basic raw material used in construction, agriculture and other industries. Congress continues to discuss the strategic and critical importance of aggregates in relation to the infrastructure needs of the nation.
The National Sand, Stone & Gravel Association (NSSGA) estimates every American will need 1.18 million pounds of stone, sand and gravel. In Pennsylvania, aggregates are essential to transportation infrastructure. The Pennsylvania Department of Transportation (PennDOT) is the industry’s largest customer.
• Crushed Stone
In 2021, 1.5 billion tons of crushed stone valued at more than $19 billion was produced by an estimated 1,410 companies operating 3,440 quarries and 180 sales and/or distribution yards in 50 states. Pennsylvania
is consistently in the top five producing states. Leading states were (in descending order of production) Texas, Missouri, Florida, Pennsylvania, Ohio, Georgia, North Carolina, Virginia, California and Tennessee. Together this accounted for about 54% of total crushed stone output. This is an increase of 3% compared with that in the same period of 2020. Crushed stone is the dominant resource for construction aggregate projects.
• Sand and Gravel
United States Geological Survey estimates the national annual output of construction sand and gravel produced for consumption in 2019 was 970 million tons, an increase of 3.5% compared with that of 2018, and valued at $9 billion. In Pennsylvania, 9.6 million tons were estimated to be produced in 2018.
• Underground Mines
According to the Pennsylvania Department of Environmental Protection’s Bureau of Active and Abandoned Mines, Pennsylvania has 18 active underground noncoal mines permitted. At least one additional underground mine is in the permitting process. According to the federal Mine Safety & Health Administration, Kentucky leads the nation.
