403(B) ANNUAL UNIVERSAL AVAILABILITY


                                     AND MEANINGFUL NOTICE


       You should receive a Universal Availability Notice at least once per year from your employer.  The
       purpose of the IRS requiring this notice is so you may understand the opportunities afforded by your
       employer to participate in the 403(b) Plan and the general rules for the plan.  A copy of the notice
       can be found at https://www.acgiserve.com/.






















       What is Universal Availability?

       Generally, universal availability means that if an employer permits one employee to defer salary into
       a 403(b) Plan, the employer must extend this offer to all employees, other than those whom the law
       allows to be excluded.  If you fall info one of the following categories, please contact us as you may
       not be eligible to participate in the 403(b) Plan.

         Student Teacher: An employee who is a student performing services under a qualified work-study
          program described in Section 3121(b)(10) of the Internal Revenue Code.
         Certain part-time employees: Any employee who normally works less than 20 hours per week
          and less than 1000 hours per any 12-month period.
         Non-Resident Alien with no U.S. source income.

       What is Meaningful Notice?

       Generally, meaningful notice means that the employer has a responsibility to give "meaningful
       notice" to all employees eligible to participate in the 403(b) Plan and afford them an "effective
       opportunity" to make or change elective deferrals.
