Your Government Affairs Team: Advocating for our
Members on the Local, State and National Levels
It has been a busy year! Your Government Affairs Team has been plugged into more than
15 local municipalities to strengthen our relationships and address any issues that affect your
business and bottom line. We have a few critical meetings coming up and every member is
invited to attend.
Meeting with City of Boerne’s Planning and Community Development Team
Thursday, October 3rd at 10:00am at GSABA
Kristi Sutterfield Topics covered will be variances & setbacks, new application procedures, fee
Executive Vice President structures and more.
Meeting with City of Schertz’s Planning and Community Development Team
Monday, October 28th at 10:00am in the Bob Andrews Conference Room at 1400 Schertz Parkway
Topics include roadway impact fees, permit turnaround times, inspections and other critical issues.
Meeting with City of San Antonio’s Development Services Department
Wednesday, November 13th at 1:00pm at the City of San Antonio 1901 S. Alamo
Topics are permit/performance turnaround times; Contractor Connect program, and digital billboards.
On the State level, I want to highlight three new State Laws that every Builder, Remodeler and Developer should be aware of.
HOUSE BILL 852 - This law is now in effect and it prohibits a municipality from considering the value of a residential dwelling or
the cost of constructing or improving the dwelling in determining the amount of a related building permit or inspection fee.
HOUSE BILL 1743 - This legislation lowered the number of years that the agriculture and timber land roll-back tax is due
following a change in land use designation from five years to three years and lowers the interest rate owed from 7% to 5%.
HOUSE BILL 2439 - This law went into effect on September 1st and it prohibits cities and other governmental entities from using
building codes or other local ordinance powers to mandate the use of certain products in construction and result in the direct
or indirect prohibition of other code approved products such as masonry, insulation, pipe and tubing. This bill will also void any
currently adopted ordinances that violate the legislation’s provisions and those ordinances cannot be grandfathered and are
now illegal.
We are very fortunate to be part of the Texas Association of Builders (TAB). Scott Norman, Ned Munoz, JD Hale and the TAB team
