Police Officer Michael Wagner, Star #14637
Police Officer Mark Rosciani, Star #8972
Submitted by Sergeant Tara Richardson, Star #1922
On Oct. 9, 2020, at the location of 1637 W. 100th St., Officers Michael Wagner and Mark Rosciani responded to a call of an alarm. Once on scene, the officers were greeted by the eager caller, who accompanied the officers to his neighbor’s apartment.
The officers were able to hear the alarm’s constant ringing from an open window. The officers ascertained that it was either a smoke detector or a car- bon monoxide detector sounding the alarm. The officers knocked at the door to no avail, but upon peering inside the windows, they observed a female victim lying curled up on the floor.
The officers gained entry and im- mediately carried the female victim to
safety. The officers requested EMS and located a second male victim lying in a pool of vomit. The officers cleared the male victim’s airway and were able to rouse him from his carbon monoxide– induced unconsciousness, escorting him safely from the apartment. CFD EMS then arrived on the scene and transported both victims to a nearby hospital, where they were admitted. The victims’ faulty stovepipes were found to be the cause of their brush with death. Check those batteries!
It is with great appreciation that the Fraternal Order of Police Chica- go Lodge 7 presents the Life Saving Award to Officers Wagner and Ros- ciani. Thanks for a job well done!
Police Officer Rodolfo Camacho, Star #4623
Police Officer Ruby Alvarez, Star #3022
On Sept. 15, 2020, at the location of 1130 S. Michigan Ave., Officers Rodolfo Camacho and Ruby Alvarez responded to a hit-and-run accident in which a pedestrian was struck by a vehicle that fled the scene. The victim had suffered a compound fracture, and her femur was protruding from her leg, caus- ing severe blood loss. Citizens on the scene had already attempted to assist the victim with a makeshift tourni- quet, but her condition continued to decline.
The officers assessed the victim’s injuries and immediately utilized their first aid and LEMART training, removing the ill-fashioned tourniquet the citizens were using and placing
their department-issued tourniquet on the victim to control the bleeding. The officers comforted the victim and stayed with her until CFD EMS arrived. Once the victim was removed from the scene, the officers canvassed for wit- nesses who would provide the infor- mation necessary for MAIU to arrest the offender and charge them accord- ingly.
It is with great appreciation that the Fraternal Order of Police Chica- go Lodge 7 presents Officers Cama- cho and Alvarez with the Life Saving Award.
Police Officer John Hanlon, Star #3043
Nominated by Police Officer Carlo Rubino, Star #3307, 019 unit rep
On Nov. 23, 2020, while off duty and attending to personal business, Officer John Hanlon observed smoke billow- ing from a townhouse window in the 500 block of W. North Ave. Officer Han- lon further observed a man hanging from the window, trying to escape the encroaching flames. As Officer Hanlon approached, the victim fell to the side- walk below, shattering his arm bone and sustaining a serious laceration with extensive blood loss.
Officer Hanlon retrieved his LEMART kit from his personal vehicle and hurried back to attend to the vic-
tim. The officer applied a tourniquet and a pressure bandage to control the victim’s bleeding and rendered aid until CFD EMS arrived on scene and transported the victim to the hospital. Fire investigators determined that the victim, who suffers from mental ill- ness, had set his couch on fire, which quickly spread throughout his town- home.
It is with great appreciation that the Fraternal Order of Police Chicago Lodge 7 presents Officer Hanlon with the Life Saving Award.
