made with due consideration for the fact that the aerial platform will be carrying personnel whose safety
is dependent upon those decisions.
Users of cranes will keep and maintain a copy of the operating and maintenance manual that is
provided by the manufacturer. The manual is considered an integral part of the crane and is vital to
communicate necessary safety information to the user or operator.
Employees that operate cranes and hoists or designated to do so, shall inspect and maintain the crane
or hoist as required to ensure proper safe operation. The frequency of inspection and maintenance
shall be determined by the manufacturer's recommendations, specific regulatory standards, be
compatible with operating conditions and the severity of the operating environment.
Employee designation definitions:
• Assembly / Disassembly Director – An Individual who meets the requirements for both a
competent person and a qualified persons and understand the specific assembly and
disassembly procedures 1926.1404
• Authorized person - means a person approved or assigned by the employer to perform a
specific type of duty or duties or to be at a specific location or locations at the jobsite
• Competent Person - means one who is capable of identifying existing and predictable hazards
in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to
employees, and who has authorization to take prompt corrective measures to eliminate them.
• Designated personnel - Only designated personnel shall be permitted to operate an overhead &
crane covered by this section (refers to General Industry applications not construction)
• Qualified Person - means one who, by possession of a recognized degree, certificate, or
professional standing, or who by extensive knowledge, training, and experience, has
successfully demonstrated his ability to solve or resolve problems relating to the subject matter,
the work, or the project.
• Operator - Competent / Qualified Person operating or in control of the equipment.
Cranes and hoists that are not in proper operating condition shall be immediately removed from service
until repaired. A qualified person shall make repairs and the repairs shall be in conformance with the
manufacturer's recommendations.
Chapter 2 - Inspection and Operational Test
INSPECTIONS
Inspection checks are not to be overlooked. Each type of crane will have a different method of
inspection. Whenever you inspect your crane, follow all manufactures procedures and
recommendations. Also refer to OSHA 29 CFR 1910.179, 180 and 184, 29 CFR 1926.251, 552, 554,
and 1400.
A variety of inspections are required to ensure that the equipment is in safe operating condition. These
include, but are not limited to:
• Shift inspections for all equipment;
• Monthly inspections for all equipment;
• Annual inspections for all equipment;
• Shift, monthly, and annual inspections for all Wire rope;
• Post-assembly inspections upon completion of assembly;
• Pre-erection inspections of tower cranes;
• Inspections of modified or repaired/adjusted equipment;
• Four-year inspections of the internal vessel/flotation device for floating cranes/derricks.
