2. First Step: Apply for a Local Council Housing List:
   Find your local council here: https://www.housingagency .ie/find-my-local-authority
Each Council has their own housing list and application form.
 It is easiest to apply to the council where you are currently living.

You can find them online, or you can contact your local council directly.
For e.g here is the Kildare form.
  If you do not currently livin in the area wher you would like to apply, you may need to show you have a 'local connection'
You can apply to only one council list.
   'Local connection':
Employment, education, medical needs, or family living in the area.
Main reason for an applicaiton to be refused in Dublin = local connection. See Section 2.1
'Income threhold'
You need to make under a certain amount of money to get on a Council Housing List. See Section 2.2
 Once you have been accepted on a housing list, you can apply for HAP.
