Matthew Barstow
Director, Dispatch Services
Matthew Barstow, the
department’s director of Dispatch
Services, has been awarded a
scholarship and selected to attend
the Association of Public Safety
Communications Officials Certified
Public Safety Executive Program.
The APCO selection process is
competitive, with only 20 students
being accepted into the course of
study. The program seeks to help
communications professionals in the
public safety field continue to develop
their leadership and management skills.
Matt has been a valued
member of the State Police since
1994. He began his career as a
Dispatcher I at Troop B Headquarters in
Northampton, at a time when dispatch
duties at troop headquarters were
expanding exponentially to include
regional 911 PSAP responsibilities as
well as handling wireless 911 calls.
Matt’s skills as a leader were
quickly recognized, and he was
promoted to Dispatcher II – a shift
supervisor -- in 1999, where he put
his technical capabilities to use as a
