RYA MISCONDUCT
The following levels of action are among those available to a
protest committee after consideration of a rule 69 report.
Level 1 to 5 actions are only possible after a hearing:

0 Interview with competitor, but no hearing and so
no penalty is possible
1 Warning, but no penalty
2 Increase the boat’s score
Exclude competitor and, when appropriate,
disqualify the boat:
3 - from one or more races
4 - from the event
5 - from the event and recommend further
action by the RYA
In certain circumstances, competitors and their boats can be
penalised for the misconduct of their support persons. The
circumstances in which this can be done are set out in rule 69.2(i).
Protest committees are advised to review World Sailing’s
Misconduct Guidance, which contains further guidance on
recommended penalties for misconduct.
In addition to rule 69, the protest committee may take other action
within its jurisdiction. This may include hearing protests under
rule 2 (Fair Sailing) which can be lodged by a boat, the race
committee or the protest committee itself. The protest committee
may also disqualify a boat under rule 2 during any other protest
hearing if it is satisfied the boat has clearly violated the recognized
principles of sportsmanship and fair play.
